APA board extends voting rights to graduate students

At its November 2019 meeting, the board of officers approved a request by the Ad Hoc Committee on Voting Privileges, made up of the members of the Committee on Divisional Coordination and the chair and vice chair of the Graduate Student Council (GSC), to extend voting rights to graduate students within the APA. The changes will take place effective July 1, 2020.

The ad hoc committee requested 1) that the board create a new subcategory of regular membership for graduate students, with the same annual dues rate currently available to graduate student associate members, and that the board eliminate the graduate student associate membership category, while maintaining associate membership categories for undergraduate and high school students; 2) that the policies related to the Graduate Student Council be revised to state that only graduate student members (rather than graduate student associate members) will be eligible to serve on the GSC, and that the process for electing members of the GSC be revised to state that all graduate student members as well as all student associate members (undergraduate and high school members) will be eligible to vote in GSC elections; and 3) that the board propose an amendment to the association bylaws to include the chair of the GSC as a member of the board of officers.

The board of officers approved each of the committee’s requests and proposed the following amendment to the association bylaws. APA members will vote on whether to adopt the amendment during association elections later this spring.

Amendment: Include the chair of the Graduate Student Council (GSC) as a member of the board of officers

Current Bylaws

7.3. Composition of the Board.

The officers of the board shall be:

(a) The vice-president of each division, during the term of office in accordance with its bylaws;

(b) The president of each division, during the term of office in accordance with its bylaws;

(c) The immediate past president of each division, during the term of office in accordance with its bylaws;

(d) The secretary or secretary-treasurer of each division, during the term of office in accordance with its bylaws;

(e) A representative of each division, elected by the division in accordance with its bylaws for a three-year term, the terms to be staggered;

(f) Three members at large, to be elected by mail, electronic mail, or secure electronic ballot of all regular members of the association, for three-year terms, with one member to be elected each year and the terms to be staggered.

(g) The chair of the board, during the term of office;

(h) The vice chair of the board, during the term of office;

(i) The chairs of the standing committees of the association as enumerated in Article 8 herein;

(j) The executive director of the association, during the term of office; and

(k) The treasurer of the association, during the term of office.

All officers of the board shall have voting rights, with the exception of the treasurer, as set forth in Article 7.8 of these bylaws.

(b) The president of each division, during the term of office in accordance with its bylaws;

(c) The immediate past president of each division, during the term of office in accordance with its bylaws;

(d) The secretary or secretary-treasurer of each division, during the term of office in accordance with its bylaws;

(e) A representative of each division, elected by the division in accordance with its bylaws for a three-year term, the terms to be staggered;

(f) Three members at large, to be elected by mail, electronic mail, or secure electronic ballot of all regular members of the association, for three-year terms, with one member to be elected each year and the terms to be staggered.

(g) The chair of the Graduate Student Council, during the term of office;

(h) The chair of the board, during the term of office;

(i) The vice chair of the board, during the term of office;

(j) The chairs of the standing committees of the association as enumerated in Article 8 herein;

(k) The executive director of the association, during the term of office; and

(l) The treasurer of the association, during the term of office.

All officers of the board shall have voting rights, with the exception of the treasurer, as set forth in Article 7.8 of these bylaws.
